According to some dude on the Elder Scrolls Wiki talk page for Console Commands, you'll want to type "player.placeatme 0009BCAF" into the console. What you spawned is hostile Cicero, and that command will spawn friendly Cicero. I'm not entirely sure that'll work, though. Thank You. Il give it a shot.
